Opening Remarks The meeting began promptly with introductions from the attendees. The agenda was reviewed and followed accordingly. The Council proceeded with the following updates and discussions:
Neighborhood Updates Lt. Ernest Loucas – Beats 4, 5, 6 (Central Richmond)
Overall crime in the area has decreased by 19% in comparison to previous months.
There were 21 property crimes reported during the past month.
Lt. Lucas clarified that the Richmond Police Department does not collaborate with Immigration and Customs Enforcement (ICE) in regard to Senate Bill 64, which concerns immigration enforcement.
The Police Department’s General Crime Unit is actively monitoring smoke shops in the area for any potential illegal activity.
Nevin Center Updates
No updates were provided for this meeting.
Smoke Shops in the City
A temporary moratorium is currently in place, prohibiting the opening of new smoke shops in the City of Richmond.
There are currently 68 smoke shops operating in Richmond, with a significant concentration located within the Iron Triangle Neighborhood.
Black History Month Event – Fred Franklin
The Black History Month event was well-attended, with an estimated 100-150 community members participating.
The featured speaker, Anthony T. Browder—an author, publisher, and cultural historian—gave a compelling presentation on his archaeological findings in Egypt and their relevance to African American history.
The event also featured a rich selection of food from the African American community, which was greatly enjoyed by all in attendance.
Pogo Park Update – Doris Mason
The Harbor Hall project, located at 909 Ohio Street, is now 90% complete.
Pogo Park is working on developing a local disaster response plan to help the Iron Triangle community in the event of an emergency or natural disaster.
Senior Circle Update – Doris Mason
The Senior Circle group meets every Wednesday from 11:00 AM to 1:00 PM at the Nevin Center.
Attendance is growing, but there is still room for new participants to join and benefit from the programs offered.
Neighbor to Neighbor Grant Update – Oscar Garcia
Plans are in place to participate in the National Night Out event on Tuesday, August 5th.
The event will be held at Nevin Park and will focus on strengthening community ties and raising awareness about crime prevention.
Open Forum
Kamene Ogidi, representing the Partnership for the Bay's Future, gave a presentation about the sale of surplus land by the City of Richmond.
Ogidi shared that two vacant lots are high on the city’s list to be sold, but the exact locations of these lots were not disclosed.

Meeting Adjournment There being no further business, the meeting was adjourned at 6:45pm. The next meeting is scheduled for 4/16/25 at 5:30 pm, and all community members are encouraged to attend.
